Maryland’s utility landscape is complex because the state has multiple utility providers with different service territories, different connection processes, different fee structures and different application timelines. WSSC (Washington Suburban Sanitary Commission) serves Montgomery and Prince George’s Counties for water and sewer with connection fees that are among the highest in the region. Baltimore City DHCD manages city water and sewer connections with its own process and fee structure. BGE (Baltimore Gas and Electric) serves most of the metro area for gas and electric. The Maryland Utility Connection Sequence What Gets Connected and When

 Stage 1: Pre-Construction Applications and Permits (8–12 Weeks Before Needed)

  Electric service application to BGE, Pepco, or the applicable utility: Must be submitted 6–10 weeks before the requested service date. The electric utility must review the application, approve the service, and schedule the line extension (if required) or transformer upgrade. Submitting this application at permit issuance rather than at the beginning of design adds 6–10 weeks to the project completion date.

  WSSC water and sewer application (Montgomery, PG, Howard, parts of Baltimore County): WSSC requires an application and fee payment before issuing a connection permit. The WSSC connection permit is a prerequisite for the county building permit in WSSC service territory; it must be obtained before the building permit is issued. Lead time: 4–8 weeks.

  Gas service application to Washington Gas or BGE Gas: Gas service extensions for new construction require engineering review by the utility and may require main extension construction if no gas main is within the service connection distance. Lead time: 6–12 weeks.

 

  Stage 2: Site Work Phase Underground Service Stubbed to Building

  Water service line from the curb stop at the street to the building foundation is installed in a trench (minimum 36 inches deep in Maryland for frost protection) during the foundation excavation and site work phase. Service line material: Type K copper or HDPE for water supply, PVC SDR35 for gravity sewer. Joint between the utility’s curb stop and the homeowner’s service line is the point of utility ownership transition.

  Sewer lateral from the building to the sewer main in the street is gravity-fed and must be installed with the correct slope (minimum 1/4 inch per foot of horizontal run) to prevent solid accumulation. Maryland’s code requires a clean-out at the building wall and at every 100 feet of horizontal run.

  Electric conduit stub-in from the meter socket on the exterior of the building to the electrical panel location inside is installed by the electrical subcontractor. For underground service (typical in newer Maryland neighborhoods), the utility’s service cable runs underground to the meter socket, the homeowner installs the conduit, the utility installs the cable.

 

  Stage 3: Rough-In Inspection Utility Inspector Verifies Before Backfill

  Before utility trenches are backfilled, the county plumbing inspector verifies the water and sewer rough-in sewer lateral slope, clean-out locations, service line material, and connection point at the utility main. This inspection must be completed and approved before the trench is backfilled.

  Electrical rough-in inspection (for service entrance): the electrical inspector verifies the service entrance conduit, panel location, and service entrance cable installation before the electric utility activates service. Most counties require the electrical rough-in inspection to be completed before the utility will connect service.

 

  Stage 4: Service Activation Utility Connects and Tests

  Water and sewer connection: The utility’s crew (or an approved utility contractor) makes the final connection at the water main (for water service) and the sewer main (for sewer lateral). This connection is in the street or right-of-way the homeowner cannot make this connection. Coordination with the utility’s work order system is required and typically takes 1–3 weeks from application to crew scheduling.

  Electric service activation: After the panel, service entrance, and meter socket are inspected and approved by the county electrical inspector, the electric utility activates service by connecting their service cable to the meter socket. The utility will not connect before the county electrical inspection is complete and approved.

  Gas service activation: After the gas piping inside the building passes inspection, the gas utility’s technician performs a pressure test of the entire gas piping system, makes the final connection at the meter, and activates the service. The technician also verifies that all gas appliances are properly installed and lighting correctly.

Maryland’s 2021 IECC Climate Zone 4 requires the following foundation insulation: Slab-on-grade: R-10 slab edge insulation installed around the full slab perimeter, from the top of the slab to a minimum of 24 inches below grade. Best practice: 2-inch XPS rigid foam board installed before backfill. Crawl space: R-15 continuous rigid foam on crawl space walls OR R-19 cavity insulation between framing on interior. Conditioned crawl space (sealed vents + insulated walls + vapor retarder) is the preferred method for Maryland’s humid climate. Basement: R-15 continuous exterior rigid foam OR R-19 cavity insulation on interior of below-grade walls. Exterior rigid foam is preferred; it provides both the required insulation and the thermal break that prevents cold bridging through the concrete wall into the conditioned interior.

A sump pump is strongly recommended and often required for Maryland basements. Maryland’s annual precipitation of 44–48 inches, combined with heavy clay soils in many counties (that limit natural drainage) and seasonal freeze-thaw cycling, creates hydrostatic pressure on below-grade foundation walls and floors that can overwhelm even well-waterproofed systems during heavy rain events. Maryland’s 2021 IRC R405.1 requires a drain tile system at the footing level of all basements in areas where the water table is a potential concern which in Maryland’s clay soil environment covers most sites. A properly installed sump system consists of: perimeter drain tile at the footing level, a sump pit (typically 18-inch diameter, 24-inch depth) at the low point, and a sump pump with a battery backup system for power outage protection.
